Shoebox size PV solar tracker

I just noticed this solar tracker at Science Kit, a popular classroom catalog. The accompanying text claims:
"Tracker will increase the power output of photovoltaic arrays by over 200% (solar panels not included), by keeping the face of the panels parallel to the sun throughout the day."

I wonder whether I could possibly get 200%? A Madison, WI program determined that their dual-axis tracking PV installations gained 30% by tracking:
